Why agent rules are changing

In the UK, the Agent Quality Framework (AQF) is "a set of tools to enhance the experience of international students working with education agents and counsellors to apply to study in the UK", according to UCAS. The British Council oversees it. In Australia, the International Education Association of Australia (IEAA) published research in March 2026 that sets out options for a stronger agent register and integrity framework, described by The PIE News. These are proposals for future policy, not rules in force.
The four principles of the UK Agent Quality Framework
The AQF promotes four principles, and they make a useful standard for any consultancy:
- Empowering student choice and informed decision-making
- Good agent governance and professionalism
- Ethical practices, professional knowledge and competency
- Transparency and accountability
A consultancy that works to these principles tells you your options, not just the ones it earns a commission on.
A 10-point checklist before you sign
- Ask for the counsellor's UK training. UK-knowledge-trained counsellors receive a certificate and a digital badge, and students can check a database of trained counsellors.
- Get fees in writing. You should see what you pay, when, and what is refundable.
- Ask which universities they represent, and which they do not. A good adviser will also discuss options outside their partners.
- Insist on official sources. Every visa, fee or deadline claim should link to a government or university page.
- Expect honest risk advice. A genuine adviser tells you when your profile is weak.
- Never accept a guaranteed visa. No consultancy controls a visa decision.
- Keep control of your documents. You should write and approve your own statement of purpose, and review every form before it is submitted.
- Use your own accounts. Your application portals and email should be in your name, with you holding the login.
- Check reviews and track record. Look for named, verifiable results, not only testimonials.
- Compare at least two consultancies. Ask the same questions and compare the answers.
Red flags
- A promise of a visa or scholarship before any assessment
- Pressure to pay a large amount immediately
- A statement of purpose written for you and copied across clients
- Reluctance to explain which commission they earn
- Documents that are changed or invented
